PUBLIC MEETING GUIDELINES

Albany City Council meetings are conducted in person at City Hall Council Chambers. As a courtesy, and technology permitting, members of the public may continue to participate virtually. However, the City cannot guarantee that the public’s access to teleconferencing technology will be uninterrupted, and technical difficulties may occur from time to time. Unless required by the Brown Act, City Council meetings will continue despite technical difficulties for participants using the teleconferencing option.

“The City of Albany recognizes that we occupy the land originally protected by the Confederated Villages of Lisjan. We acknowledge the genocide that took place on these lands and must make strides to repay the moral debt that is owed to this indigenous people, specifically the Ohlone Tribe. We thank them for their contributions which have transformed our community, and will continue to bring forth growth and unity. The City of Albany commits to sustaining ongoing relationships with the Tribe and together build a better future for all that now make this their home.”

GOOD OF THE CITY / PUBLIC COMMENT
For persons desiring to address the City Council on an item that is not on the agenda. Please note that City policy limits each speaker up to three (3) minutes. The Mayor may reduce the time limit per speaker depending on the number of speakers. The Brown Act limits the Council’s ability to take and/or discuss items that are not on the agenda; therefore, such items may be referred to staff for comment or to a future agenda.

Comments related to items appearing on the agenda are taken up at the time the City Council deliberates each action item. The Mayor will announce when the period for public comment is open on each agenda item.

CONSENT CALENDAR
Consent Calendar items are considered to be routine by the City Council and will be enacted by one motion. By approval of the Consent Calendar, the staff recommendations will be adopted unless otherwise modified by the City Council. There will be no separate discussion on these items unless a Council Member or a member of the audience requests removal of the items from the Consent Calendar.

City Sponsorship of Solano Avenue Association Solano Stroll and Stroll-ish events and Approval of Temporary Street Closures for the Solano Stroll

Staff Recommendation: That the Council adopt Resolution No. 2025-22:

Providing a financial contribution of $40,000 from the City’s American Rescue Plan Act (ARPA) funds to sponsor the Solano Avenue Association 2025 Solano Stroll and Stroll-ish events; and
Authorizing staff to approve and issue the Encroachment Permit for the temporary street closures for the 2025 Solano Stroll

Purchase of Mobile and Portable Radios

Staff Recommendation: That Council adopt Resolution No. 2025-23, authorizing the appropriation of Citizens Option for Public Safety (COPS) funds for an amount not to exceed $282,000 for the replacement of 15 mobile and 37 portable police radios

Authorization for the Examination of the City of Albany Sales or Transactions and Use Tax Records

Staff Recommendation: That the City Council adopt Resolution No. 2025-24, authorizing Hinderliter de Llamas (HdL) to examine sales and transactions and use tax records held by the California Department of Tax and Fee Administration (CDTFA) on behalf of the City of Albany

Albany Hill Eucalyptus Project (CIP No. 41015) / Public Works Parks & Open Space Maintenance Program
Authorization to Partner with the City of El Cerrito to Apply for State Coastal Conservancy Wildfire Resilience Funds and Execute a Grant Agreement

Staff Recommendation: That the Council adopt Resolution No. 2025-25:

Authorizing staff to submit a grant application to the State Coastal Conservancy for the Albany Hill Eucalyptus Project (CIP No. 41015) and associated maintenance activities; and
Authorizing the City Manager to execute a grant agreement for the project, should funds be awarded

Annual Street Rehabilitation Program (CIP No. 21000) – 2025 Buchanan Repair Project – Award of Construction Contract No.
C25-05 and Construction Management Services Contract No. C25-25

Staff Recommendation: That the Council adopt Resolution No. 2025-26:

Authorizing the City Manager to award Contract No. C25-05 to McGuire and Hester to construct the 2025 Buchanan Street Repair Project for the not-to-exceed amount of $401,281.00; and
Authorizing the City Manager to execute Contract No. C25-25 with Zoon Engineering to provide construction management services for the not-to-exceed amount of $24,930.00

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
The project is Categorically Exempt from CEQA pursuant to Section 15301 “Existing Facilities” of the CEQA Guidelines, which exempts the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing streets and pedestrian crossings.

Active Transportation Plan Network Parking Analysis for Potential Bicycle Facilities on Solano Avenue

Staff Recommendation: That the Council receive a presentation on parking and cost analysis for potential bicycle facilities on Solano Avenue and provide direction to staff on whether to either:

Continue study of dedicated cycling facilities on Solano Avenue in the future cycling network analysis for the new Active Transportation Plan; or
Develop the future cycling network for the new Active Transportation Plan without dedicated cycling facilities on Solano Avenue

CALIFORNIA ENVIRONMENTAL QUALITY ACT (CEQA)
Review of compliance with the requirements of the California Environmental Quality Act will accompany the draft Active Transportation Plan once it has been developed.

Any items not completed at a regularly scheduled Council meeting shall be continued to the next regular meeting or by a two-thirds majority vote of the Council to an adjourned regular meeting.
